China is, indeed, inevitable, and unable to stop in the modern era — it has yet to begun as one of the most influential players in the world. Two scores ago, Deng Xiaoping unfurled an “opening to the outside” of the world, generating huge economic surpluses. However, if you still think China is simply an economic superpower, you are mistaken. In the last decade, the Chinese government has been profoundly congregating gains by promoting its soft power.

This July, we were delighted to interview Chen Bochun(陳博君), Deputy Secretary of the Beijing International Council for the Promotion of Cultural Trade, one of the institutes known for concentrating China’s “soft power” policy. Mr. Chen shared his opinions about investing in China’s cultural industry, establishing of cultural trade, and recreating China’s cultural splendors through cross-strait cooperation. He has welcomed everyone to attend the 3rd China International Conference for the Investment and Trade of Culture Industry at the China National Convention Center in September 28 to 30, 2018.

NOWnews: Nice to meet you, Secretary Chen. Could you please introduce the Beijing International Council for the Promotion of Cultural Trade to us?

Chen: Thank you. It is a pleasure for me to be interviewed by NOWnews. First, I would like to sincerely express my regards to the media for their services in helping to transmit the cultural aspects of China to the Taiwan’s culture and arts community.

In 2017, China’s trade cargo entry accounted for 27.79 trillion RMB, and the cultural commerce totaled about 8064.64 trillion RMB, accounting for nearly 2.9 percent of this year’s trade and commerce industry. This does not suit the 5000 years of Chinese civilization or its richly cultural resources.

After the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping, on lifting Chinese culture’s soft power, said, “We should lift the soft power of Chinese culture in consideration of the great revival of the realization of Chinese people’s ‘Chinese dream.’” To possibly execute the realization of the Party’s National Congress and of Chairman Xi, we should, with a mindset to address ourselves, based on the “Opinions of the State Council on Accelerating the Development of Foreign Trade in Cultural Products,” that in December 2015, the China Society for World Trade Organization Studies, alongside the business projects and domains of cultural production, assets, trades and mass media, etc., of countless homes, formed the Beijing International Council for the Promotion of Cultural Trade (Abbreviation: Association for Cultural Trade).

Beijing International Council for the Promotion of Cultural Trade is, by definition, an economic and commercial stage, a cultural performance, and a requital economic and trade culture. China’s traditional culture, the Association promotes great progression and great prosperity of its cultural industry.

NOWnews: Could you explain, in behalf of the establishment of the Association for Cultural Trade, what kinds of methods have you used to push forward cultural industrialization?

Chen: Following the foundation of the Beijing International Council for the Promotion of Cultural Trade, we have, bounded with cultural investment and trade, made a lot of international activities. We will pass compatible financial resources, with the help of cultural assets to transfuse cultural development; with help of economic and commercial assets, to support cultural commerce, for cultural progression. This is what we will do, our philosophy within ourselves.

To cultivate the International Brand Culture General Assembly was our working focus beforehand. We have already held the second consecutive China International Conference for the Investment and Trade of Cultural Industries (CICITCI). The second conference has built the principal layers of the “China Beijing International Fair for Trade in Services,” built by the Ministry of Commerce and the People’s Government of Beijing Municipality; has earned the unanimous favor of those guiding besides the Association and distinguished guests in and out of the country; and, altogether, enforced a cultural investiture below the provisional designation of over 80 trillion United States dollars.

The third conference will begin this year in late September, and take place at the Beijing National Center. We will not only open traffic to the department network, but also still construct the China Cultural Industry Investment and Financial Guide Network, and attempt to assemble a platform for international cultural businesses to throw in their mortgages and commerce  that would not let fall its curtains. We have gained the good valuation from Kong Quan, vice director of Central Foreign Affairs Committee Office; Fang Aiqing, Deputy Minister of Ministry of Commerce; and Cheng Hong, the vice City Mayor of Beijing, which helped to bring about more than 8 billion USD for the cultural investment.

The 3rd China International Conference for the Investment and Trade of Cultural Industries hopes to create an everlasting investment and trade conference for cultural industry.

NOWnews: Could you introduce us about the 3rd China International Conference for the Investment and Trade of Cultural Industries?

Chen: This time the conference was jointly organized by the China Council for International Investment Promotion, Chinese Folk Literature and Art Association, China World Peace Foundation, Beijing International Council for the Promotion of Cultural Trade, and the Macao Educational Tour Cultural Association.

CICITCI has four sections on its agenda: the Forum, Project Promotion, Fair and Auction, and Award Gala. It involves key cultural fields as follows: traditional Chinese medicine, film and television, tourism, cultural park, cultural and creative industry, art auction, new media, etc. The Forum will introduce investment policy of cultural industry in different countries, and the successful experience of enterprises and set directions for the development of cultural industry. The Project Promotion will include key investment projects and build a platform for international investment and financing of the cultural industry. The Fair and Auction will facilitate international cultural trade and serve as a platform for the display and trade of international cultural art works. The Award Gala is in honor of prominent institutions and outstanding artists in the fields of cultural investment and financing, cultural innovation and cultural trade, to set a role model for the development of cultural industry.

CICITCI’s organizing committee will send invitations to the financial, cultural, trade and investment promotion agencies from 193 countries and 25 international organizations, and will invite honorable guests from finance, culture and trade field to address the conference. It also plans to invite investment institutions and financial institutions both at home and abroad to attend the conference to invest in the cultural industry. Meanwhile, it will involve international business and trade companies, aiming at expanding cultural trade to create benefit for the cultural industry. Efforts will be made to create a closed industrial chain that integrates finance, culture, and trade industries.

It will collect key cultural investment projects from different countries and establish a database. It will also solicit investment agencies and financial institutions across the globe to establish an investment funds pool, and create an everlasting investment and trade conference for cultural industry.

NOWnews: Is it possible for the enterprises in Taiwan to join this kind of big and professional cultural event?

Chen: Of course. The vision of CICITCI is to build a platform for the whole Chinese nation, including four districts of Cross-Straits and all Chinese in the world.

Taiwan is very successful in terms of pass on the legacy of Chinese culture and cultural industry development which is worthy for mainland and other countries’ cultural industries to learn from. Therefore, we are delighted to welcome Taiwan’s cultural industry to join CICITCI, looking for partners to develop new markets at home and abroad. Let’s make great effort for Chinese cultural inheritance and development.

NOW: How could Taiwan’s cultural industry gain from attending this event?

Chen: The 3rd China International Conference for the Investment and Trade of Cultural Industries intends to connect cross-strait’s cultural inheritance focusing on financial and cultural trading issues for the new era for the cross-strait cultural industry trading and investment.

At the same time, we would like the cross-strait young generation catch the opportunities of Chinese cultural industry development and historical prosperity for cultural industry’s renovation. Through the platform of CICITCI, we could improve cross-strait’s cultural identity, increase Chinese culture’s self-confidence, and boost the relations of the people from both sides to promote cross-strait economic integration.

NOWnews: Thanks for Secretary Chen’s suggestion about cross-strait’s win-win strategy throughout integration of cultural industry. What would you like to tell Taiwanese people in the end of this interview?

Chen: 200 years ago, poet Percy Bysshe Shelley said, “In the golden lightning, of the sunken sun, o’er which clouds are bright’ning.” No matter how the world has been changed, China and Taiwan are always from the same root. We are brothers, in one family. Let’s fulfill dreams with passion and create glory hand in hand, for the inheritance of Chinese culture and development of the new era.
