左營明建新村「以住代護」注入新生命 | Kaohsiung’s Mingjian New Village survives by opening its doors

TAIPEI (The China Post) – In recent years, Kaohsiung’s Bureau of Cultural Affairs has promoted the “Protection of Military Villages through Residence” project, initially planned for Huangpu New Village in Fengshan and Jianye New Village in Zuoying.

高雄市文化局近年來推出「眷村以住代護」,計畫最早始於鳳山黃埔新村及左營建業新村。

Last June, the Military Dependents’ Village Hostel was opened for public reservations, with official operation planned before the end of the year.

2018年六月更推出「眷村民宿」開放民眾申請,預計年底前正式掛牌營運。

This precedent of operating a national cultural landscape as a hostel allows the public to live in the style of an old military dependents’ village for an in-depth experience of local culture and environments.

成為全國文化景觀作為民宿經營的首例,讓民眾或旅台觀光者能透過實際居住在老眷村的方式,深度體驗屬於當地的人文特色與環境。

The Protection through Residence project allows visitors to live in military villages, with the government providing a maximum of one million dollars in renovation and repair subsidies depending on the size of the apartments.

「以住代護」計畫開放民眾進住老眷村,依房舍坪數大小不同,政府提供每戶上限最高一百萬的房舍修補經費開放進住。

The contract is valid for 5 years and the repair or maintenance of surrounding environments must be conducted without changing the original structure and style of the buildings.

在不改變建築原本結構和風貌的前提下自行修繕及維護周圍環境,約期共五年。

Candidates for the project must complete the repairs within a year and not engage in commercial activities in the space where they live.

計畫入選者須於一年內完成修繕,並不得在居住空間進行商業行為。

When asked why Jianye New Village has been enlisted into the “Preservation through Residence” project, Deputy-Curator Wang Yufeng of the Kaohsiung Museum of History tells us about the reasons behind it.

談到建業新村列為「以住代護」計畫的原因,高雄歷史博物館副館長王御風先生告訴我們其背景。

“The background can be traced to the distribution of military barracks during the period of Japanese colonization. Zuoying was the southern base of Japan’s navy and when the area was drawn up, the Japanese established navy officer barracks in areas close to the military harbor to solve the housing problems for many officers. The homes were provided to the military officers and thus began the military dependents’ village in Zuoying.”

「其背景可追溯至日治時期的軍舍分佈,左營為當時日本海軍的南進基地,軍區劃設後,為解決大批軍官所需住的問題,日本人在離軍港較近的區域規劃海軍官舍,提供給軍官居住,開啟了戰後左營眷村的起源。」

“The idea behind the projected appeared because the Ministry of National Defense lacked funding, so we returned to the concept that “military dependents’ villages were made as residence, so preserving them naturally required people to live in them.

「計劃的發想背景主要是因為當初國防部缺乏經費,因此我們回歸到『眷村本就因住而生,眷村保留也必然因住而活』的這個概念。

While the number of households that have moved in is few, this is due to the Bureau of Cultural Affairs’ wishes to execute this project diligently. Citizens who apply are reviewed in 3 stages, whether they truly love military dependents’ villages and whether they are attracted by this type of environment.

雖然現在入住的戶數並不多,但這是因為文化局希望謹慎地執行這個計劃,分三個階段審慎評估來參與的民眾,是否真的發自內心喜愛眷村,或是被這樣的環境所吸引。

This allows the “Protection through Residence” project to elevate from a simple solution to re-use spaces to become a different kind of living space that introduces new life energy and creativity.” Deputy Mayor Shizhe explains.

讓『以住代護』不僅只是空間再利用的方案,而是被重新引入生命力和創造力的另一種生活空間。」史哲副市長解釋道。

Today, we have invited Weng Guosong, a resident of Jianye New Village and also an artistic creator, to share with us the reason he is participating in the “Protection through Residence” project and his experience of living in a military village.

我們邀請到建業新村其中一位住戶兼藝術創作者翁國嵩先生,和我們分享他參與「以住代護」計劃的原因和他在眷村的生活體驗。

Weng says, “my family has actually never lived in a military village, but my wife is from a second-generation military family and grew up in such a village. Her father was a soldier, so she holds deep sentiments and memories, which is the reason we wanted to move here.

「我們家其實以前沒有住過眷村,但是我的妻子是眷村第二代,從小在眷村生活長大,爸爸也是軍人,所以對眷村擁有很深刻的情感和記憶,會想住進這裡,也是因為這個原因。

In the third year of the project, Jianye New Village was included and since we lived nearby, we felt it was a great opportunity. We both quit our full-time jobs and moved in here to manage my personal studio for creating metallic wire sculptures. The environment is perfect for the lifestyle we’re pursuing at this stage.”

而在計畫開始的第三年建業新村也被納入範圍,我們本來就住附近,加上覺得機會實在難得,所以我們就一同辭去原本的正職工作,搬進這裡,現在主要一起從事經營我的金屬線狀塑形創作的個人工作室。這個地方算是非常符合我們現階段所追求的生活狀態。」翁先生說。

Weng’s wife Joanna continued: “Our neighbor, who just moved in, is an old woman who used to live in military villages, so the way we interact is to simply return to how it used to be. Our homes are close, so we help take care of each other; I water her flowers, and I even have a key to their home.

「現在隔壁剛搬來的也是以前住過眷村的大姊,所以我們相處的方式就完全回到以前,因為房子很近,所以大家都會就近照顧,我會幫她澆花,甚至還有她們家的鑰匙。

This is a complete departure from my previous life as an office worker where everyone lived in high-rise apartments and it was hard to have true interaction between people, not to mention trying to establish this level of warmth.”

這和以前上班族的生活是截然不同的,大家都住在公寓大樓,人和人之間很難有真正的互動,更別說是建立起這樣的溫度。」翁藝術家的妻子Joanna 說道。

Weng believes that this is how life should be and it has made his creative work more well-rounded and filled with meaning. These are core-level life changes, brought on by his new environment.

翁先生認為這才是真正的生活,也讓他所創作出來的作品,更圓滿也更具有意義。這是眷村為他的生活,所帶來的很本質上的改變。

He hopes that in the future, more people will move into Jianye New Village to inject more vibrancy and change into this cultural community.

他也希望未來有更多人再住進建業新村,為這個充滿文化氛圍的社區,帶來更多的活力與改變。

Aside from Jianye and Mingde New Village, Zuoying is close to other cultural tourism sites such as Lotus Pond, Dragon and Tiger Pagodas, Confucius Temple, Banpingshan Natural Park and Taiwan’s first city of stone, the Old City of Fengshan County.

左營除了建業、明德新村,其周圍還有豐富的文化觀光景點如蓮池潭、龍虎塔、孔廟、半屏山自然公園和全台第一石城「鳳山縣舊城」等。

Hopefully, you will have the opportunity to stay here for a few nights once the village hostel is open for business so that you may feel the beauty of these cultural buildings and the marks they have left on history.

Transportation: Depart from Zuoying Station and take Red 53A on Zhanqian North Road to Mingjianli stop or Red 51A to the Junxiao Rd (Haigong Rd. Intersection) stop, then walk 3-5 minutes to reach destination; you can also walk for 30 minutes to reach destination.
