根據中央氣象局報導,4月18日13時01分發生規模6.1地震,震央位於花蓮縣秀林鄉,台北市長安東路一棟大樓因此傾斜,老舊房子議題再度引發關注。

TAIPEI (The China Post) – The question of Taipei’s aging houses was raised again after a magnitude 6.1 earthquake struck Hualien at 13.01 p.m. on April 18. The tremors caused a building on Chang’an East Road, Section 2 to lean and push against the next building.

學者呼籲,若強震發生於台北因「盆地效應」恐引發土壤液化、問題更嚴重,都更確實需要,雖然台北力推動都市更新淘汰老舊房屋,但速度仍不及房屋老化。

If another earthquake strikes in Taipei, the basin effects and soil liquefaction might cause a serious disaster, experts said, adding that the speed of urban renewal is not fast enough.

台北市立大學城市發展學系教授邱英浩談到,都更推動數年進度依然緩慢,在於涉及土地權屬、私人產權變更,加上民眾彼此對財產價值認定不同,民眾也多抱持「希望可以從都更中換取更多價值」的想法,各有盤算下以至於遲遲不願意加入都更。

According to Chiu Ying-hao (邱英浩), professor at the Department of Urban Development of the University of Taipei, the slow process is due to changes in land ownership and private property rights. Besides, citizens have different opinions on property values and wish to make profits by selling their land, thus postponing city projects.

邱英浩也表示,其實台灣於九二一地震後政府已將房屋抗震標準提高、也鼓勵抗震標章建築,或於建物中納入新的耐震技術,但在大台北地區中有新抗震技術的房子並不多,最根本問題仍在於都更速度跟不上房屋老化速度。

Chiu added that after the 921 earthquake, the government raised seismic standards, encouraged earthquake-resistant buildings, and incorporated new earthquake-resistant technologies into construction. However, only a few buildings are using such technologies and the fundamental problem remains the speed of urban renewal.

台灣建築於抗震結構上仍以混凝土和鋼骨結構為主,雖然目前已有隔震層和減震技術,但是否配裝仍要看業主意願,加上新的抗震技術會提升成本,目前仍不普及。建議民眾於強震後應自行觀察房屋結構,如有龜裂等問題,應該請結構技師評估後補強。

For now, most buildings in Taiwan are still dominated by concrete and steel structures. Even though there is already seismic isolation and shock-absorbing technology, it’s still up to constructors to use them. If you observed structure problems such as cracks in your house, you should invite a structural technician for evaluation and house strengthening.
